She's cute! But in order to count for the project she needs a [+3] after Mongolian in her breed. So she won't count, and her foals and grand-foals won't count, but the foals of her grand-foals will (if the pedigree is full Mongolian). But she's definitely a good place to start if you want to breed horses for the project.

Thank You! Do you have any horses that I can use to help me get a better start? Also what is the point of this? Is it to make more breeds for the adoption center?

I don't have any horses for sale at the moment, but I should have a few boys up for stud.

And yes, after this project the Mongolian will be made available in the AC. The goal of the project is to create a suitable base genetic pool that Larissa can use to determine what genes will be available to Mongolians in the AC. So if, for example, everyone working on the project avoided the cream gene, that gene would then not show up in AC Mongolians. But if, on the other hand, enough people worked really hard on breeding +3 Mongolians that did have the cream gene, then it would have at least a small chance of showing up in AC Mongolians. And the more project horses there are that have a particular gene, the more likely it will be to show up in the AC breed.
