new breed
to make a new breed of baladi must the mother or father be a baladi and what would the best breed be to cross with.

Re: new breed
Baladi's in HWO are actually a cross of Arabians and North African Barbs (NAB).
If you wanted to make a brand new first gen Baladi you'd want to cross a purebred Arabian to a purebred NAB.
To increase the odds of making a Baladi instead of just a hybrid, you can buy a Baladi conformation book and evaluate the parents

Re: new breed
After that first generation, succeeding generations of Baladis (or any other breed) may not conform to all the breed traits. Also, a non-purebred can still be treated as one for breeding purposes, as long as no other breed is mentioned in its description. (Example: "part", "mixed", or "half" is OK but "Baladi x Thoroughbred" is not.)
Some Baladis have the shortest possible pedigrees: (sire x dam) in which a Foundation North African Barb was bred with a Foundation Arabian.
Here's an example of a mixed Baladi with a long pedigree and non-standard physique:
