Is this Comment Good or Bad?

I have been breeding horses that need good strength for a particular show.
May I ask if this comment means average or good?
''This is as strong a colt as any.''
Because if it means average, i'm totally going to rehome so many horses.

I interpret the comment as average, perhaps even slightly below average. If I were to breed for strength (which I might do in the near future) I would prefer horses with more positive sounding comments that are average.
