I can tell that he is a varnish roan with snowflakes, but, for the life of me, I cannot figure out what his base coat is. Either silver bay or flaxen liver chestnut, the latter of which seems far too unlikely, it's just that his tail does not look white because of silver and he doesn't have any black socks/stockings.

I'm pretty sure he was just a chestnut. The varnish does a number on the coat color.
