Is there any possibility that PT or upgrades can be bought with game money?
Or you can pay another member in game money to buy an upgrade for you?

I haven't seen it done around here before, but I don't know of any rules against it. The only thing is you'd have to really trust the player you agreed on doing this with, as there's nothing to stop them taking your money and not upgrading for you.

PT transfers are not and likely will not be a feature. There are no rules period, so yes, you could pay someone to upgrade you if you trusted that they would.
