New Discipline: Halter / In-Hand

New Discipline: Halter / In-Hand

I happened to notice a while ago that there are no Halter / In-Hand shows. I think it would be nice if it were added as all breeds can compete in Halter classes.

Halter and In-hand classes are primarily used for conformation and type judging. They will be included when Registries are added.
