Layout updates, local shows rework and new judges comments

• sign up, login, forgot password and resend activation link pages have been updated to use the new layout
• fixed the page footer which had a weird vanishing effect due to the background time-of-day transitions
• moved around elements in the footer so its a cleaner layout and removed some unnecessary icons
• added more pre-populated tags to the tags list, users can still add their own custom tags though
• guided tutorial in the new layout has been reworked and now uses the "clipboard" icon in the top right corner as its location
• modified code handling the quests for referrals and player bonuses
• fixed some buttons showing up when users are not logged in (entering shows, hosting shows, buying items), buttons never functioned when not logged in but still shouldn't be visible
• also fixed some buttons showing up on horses even when player looking at other peoples horses, again buttons had no function but still should not have been visible
• modified background artwork to reduce the intensity of colour
• modified code for transitioning between different times of the day especially when using a turn early in the morning. there are still "stuttering" issues with the animation to resolve but already some improvements.
• re-created the local shows page using same layout as on the training page
• added icons for each of the disciplines on local shows page
• added new feature "judges comments" on the local shows page to give the player some feedback on how best to improve their horses competition scores
• modified training system to report training fitness progress to 2 decimal places and additionally modified code to make it possible now to reach 100% training in every stat
• updated the camera on the gallery page, now when loading an image it'll be centered and scaled better to make saving images faster
• re-wrote the homepage when not logged in to better explain the game to new site visitors
