Thoroughbred question

I saw this horse




He is a thoroughbred and he is 19.3hh. in the breed standards the breed max is 16.0hh.
His evaluation is 3* for thoroughbred

Does that mean that the height doesnt count has much for the breed?
Because i wanted to start breeding really tall thoroughbreds but wanst sure if the standards would allow it and still call the horse a thoroughbred.

Breed standards only apply to the creation of a breed. Future generations do not have to adhere to them.
