Hey I have a question, if you continue training a horse that has red stats/bad stats is it possible the low stats will change as you spend more time training with it or is the stats gonna be bad forever?

The Breeder's Report is the horse's base value, it's an overview of the horse's genes and conformation all rolled into one. So training will not change the Breeder's Report at all. Training improves overall horse performance in competitions, both locals and player-made.
Think of it this way: If you take a horse, that has never been backed, to a show, you'll be lucky if you can walk away with just being thrown out of the ring.
But with training, any horse will be able to perform better and chances of you getting thrown out of the ring decrease greatly. Even to the point of maybe taking home some titles and earnings.

To improve the Breeder's Report (BR), all you need to do, is choose breeding partners for that horse very carefully and the foal may improve. By focusing on your goals and culling foals with each generation that don't conform, you can fairly easily make a bloodline that matches what you want.

For a competitive horse, in player-made competitions, I suggest aiming for at least 55k HGP. That's not all there is too it, but that should be factored in somewhere.
