She is a Silver Smoky Blue Pearl Roan - meaning a black base with:
- one Cream gene, one pearl that result in her light color and blue eyes (I'd go for Cr/prl cause her color is not quite as light as a double cream - at least imo) - the Cream from the dam - indicated by her bright blue tiger eyes, the sire is a toss-up, might also be Cr/prl;
- Roan from the sire (see these tiny, visible, white hears);
- at least one Silver.
- Also, a hidden tiger eye from the dams side.
What I'm not entirely sure about, but am liable to think is that she most probably also has some kind of To - not quite sure if she has tiny socks - or ones that just cover her feathers - or only the switch for To (i'm pretty sure with parents that far covered and seeing as they have a lineage of To carriers she is quite likely to carry one as well).

She is a hard one... My best guess would be Silver Brown Cream Champagne with Tobiano.
- her foal pic is definitly too mealy for a black base and her sire was a Perlino champagne (most likely with A/At Agouti) so Brown would be my go (sire could give either Agouti for Bay or Brown)
- the 0year foal pic is somewhat off shade for a Brown but after shedding it she is really light for a Bay (might be the silver) - and Brown tripple dilute is the only coat that comes closest to Black based tripple dillutes, so it could go either way (easiest might be to breed her to a black and look what she drops - the dam was black, so apart from black, Rosemary can only drop her own agouti expression).
- Freckles + pink skin clearly indicate Champagne
- her light, nearly white coat + the lightness of her freckles indicate her being double cream in addition to her champagne
- She has really bright mane and legs, 'normal' tripple dillute would have a more greyish shade, so she got the Sires silver
- her dam has expressed Tiger Eyes (in blue) so looking at RfM she gave one cream and a hidden Tiger Eye - seeing RfMs grey eyes she can only have one Tiger Eye cause else she'd have bright blue/turquiose eyes
- the bright white socks are caused by Tobiano
So, her gen-coding would most likely be something like
E_ At/a Ch/n Cr/Cr Z/n To/n t/N

I thought I had some brown examples but they got lost, so here are black examples:
Smoky Cream (black + 2x cream)

Smoky Black Pearl (black + cream/pearl)

I agree with the assessment on The Rosemary for Moonbeam. As for her sister, Misty Sand: she is a Brown Cream with appaloosa spotting and varnish. So compared together, Rosemary has champagne and silver where Misty does not. Misty has Lp where Rosemary does not.

She's also too brown with not enough orange. (Which is weird to say because brown is technically just dark orange... hm.)
