The easiest tip is to breed the highest HGP to the highest HGP you can find. However I would suggest just breeding horses together and learning via experimentation. :D I'll tag a player who can fill you in and give tips in detail/ explain the coding better then I can.

It really comes down to what you're aiming for. If you're looking to improve the overall... we call it 'on-paper'... it's what we see when we look at everything the horse offers, then yes, what Honeybunny#2 stated is the most simple and most straightforward way of getting to that goal.

What you will first need to understand, is that a quality 'on-paper' horse is different from a quality competitor and a quality breeder may even be, still, different from either of these others.

So, once you understand where you want to go, then you will better understand what path you should take.

I've already covered a quality 'on-paper'. The only thing I need to mention about this is that this breeding, to move from AC HGP average of 35,000 to HGP higher levels of 60,000 and up will take you somewhere in the range of 15 to 20 generations. This is without using higher level HGP parents as a boost.

Quality Competitor: Find a horse that can compete in a desired discipline. Check out the showing record. Look at the scores and compare them to the running average of the other shows recently and also the world record scores of that same discipline (under Rankings, drop down menu). Try to obtain a pair, a stallion and a mare. Then breed these two together, evaluate their foals. Evaluating their foals will consist of either using data you'll collect in local shows or also data you'll collect in player-made competitions. Understand that you'll likely be training the foals. Remember to keep only the foals for breeding that just meet or exceed their same gender parent. It's necessary to note that this game does force mares to have a slight degradation against stallions. In other words, the same horse (if duplicated as a stallion and a mare), will NOT be able to give you the same competition results. The mare will always do slightly worse than the stallion. It's not much, from what we can see, it's somewhere between 10% and 15% maximum.
Then continue in this same fashion. Your quality competitor line might not look beautiful, but they'll develop (within a short number of generations) into a strong competition bloodline.

Quality Breeder: This one is not too unlike the competitor path. Except, you'll be looking at the progression of the BR (Breeder's Report) and if you have access to it, the conformation scores. But, you DO NOT NEED to be upgraded to be successful in this path. Keep a close eye on the BR comments and their colors. With every generation, you want to cull out the poor genes and accentuate the good ones. You'll want to be wary of foals that pop exceedingly better than either parent. This is generally a sign of the good genes that both parents have, but it's also showing the best genes that the foal carries. Such foals very often never give you a good foal. They're what we end up calling 'pretty on-paper' but generally useless elsewhere. Also note the really poor foals that the parents pop. These are good gauges of the poor genes that the parents carry, but should also be culled, because they don't carry enough of the good genes that you want to pass onward.
As you develop your breeder line, you will have a couple different stages. First and foremost, it's to cull out the worst genes. Second stage will be to accentuate the good ones. Third will be to develop the foundation bloodline. You'll be working on the second and third stages until your bloodline is in the 50,000 HGP range. Fourth sate, I suggest you ensure your breeding line has some competitiveness in it. This is an important aspect of a quality breeder. Your line doesn't need to be a dominant force in competitions, but it does need to prove that it holds its own. Plus, once you ensure your line can adequately compete, you'll also notice that these horses will also prove as fairly viable breeding stock. Fifth stage will be honing your quality breeders. In this case, being upgraded will help immensely. Make sure that your conformation scores have room to improve. If they're already high and you haven't yet breached 60,000 HGP, that means your horses are all about the body conformation and not the genes themselves.
When you're ready (I don't actually recommend it now though), here's your heavy reading about that area: viewtopic.php?f=19&t=14535&hilit

Hopefully that gets you going. The community will be around to give you a hand.
