Doesn't appear to be. Looks like a silver bay tobiano.

From what I'm seeing currently, this belgian is NOT a glitch. It helps to always take a gallery photo to show, because these glitches can change back to original coat color at any time.

Bob The Builder is a bay pangare with tobiano socks and tobiano star. Pangare is also sometimes called mealy. So he could also be called a mealy bay.
