Is this Belgian Glitched?

I found this stallion in the Adoption Center. Are his feathers black or are they glitched/mis-colored? Thank you. I would like to keep him, but if he's glitched, I'll sell him to you.

He is glitched. If you want to sell him, there is a glitch horses collectors club and I'm guessing one of the members might be interested in him if you put up an ad on the sales page :)
