Creating A New Breed For Breed Quest

I'm trying to breed a West African Barb and I keep on getting Half North African Barb foals. The sire is an Arabian x NAB and the dam is a Forest Horse x NAB. Is it just bad luck? Or does the order of the breed matter (ex: NAB x Forest Horse instead of Forest Horse x NAB)?

In my recollection, the West African Barb was a tall order when I was breeding through the quests. Difficult, very difficult, really a pain.
But to answer directly, your questions, it is a bit of poor luck and it does NOT matter the order of the breed.

The biggest problem is likely height and body size. Arabians are notorious for favoring super lights, that would be 0-20 size and 100 Horse, or thereabouts. Although the NAB and the forest will help pull that down, the arabian breed is generally really sticky with that super light. So, it might even help if you favor the heavier end of things to help pull that arabian 'want' downward even further.
Then there's the height. It's a bit too easy for the forest horse to start growing. So watch over that area as well. Take a look at the foals you're producing and see if there's any similarities in them, like they're all too tall. If you consistently see something like that, then change up your parents and see if there's a difference in the foals. If you can pin down the suspect parent, you can change that one out, or just pair him or her with another partner that might suit them better (throwing foals too tall, pair it with a partner that's Much, Much shorter).

Sometimes, even with everything is perfect, the resulting breed just refuses to pop. Sometimes switching the parents helps, sometimes not. So... if everything looks right, then... try again? and cross your fingers.

My worst breeding pop had be cruising through somewhere above 10 generations until I was able to get the right breed. But... don't fret too much, you're not working with that breed. And, I'm including body-form rebreeding to ensure a closer match to the resulting breed that I wanted.
