You don't have to put them in url tags for them to work. If you want them to say something different but still connect to the link that's when you'd use them for example

The code for that would look like ( minus the extra slash on the closing tag )

If you just want to put the link url tags aren't necessary
index.php

They both do the same thing the only thing that changes is how it is displayed
