Both pangare and sooty. But it looks like a static sooty, just enough to make him appear darker than normal and bleach out the brightening of the pangare a bit.

I don't generally indicate sooty or tobiano, but that's just because I don't care about either one of those, so I'd just call him a bay pangare or a mealy bay. But that's me.
