Player Created Breeds Becoming Public?

The foal adoption page states that once a breed has 100 registered and active horses, it will be available for adoption. Does this apply to unique player-created breeds? Would there be a way to keep a breed private?

When a player creates a new breed they'll be in control of the breed's registry. Within the registry there will be a setting to keep the breed private so it will not be available in the Adoption Center. This setting will only be available on player created breeds though. All the game created breeds will eventually be available in the Adoption Center.
