Would a barn be better?

Hi my Belgian horse weight is saying it is poor and he is losing energy, so I was wondering if a barn be better? If it's not then is there another better way for it to be moderate.

Right now feeding system isnt implemented and you cant feed special food in barns. Horses are acting same as if they were on pasture.
