Why didn't the tail grow

I know this is only a 2 year old, but why is the tail like so small? Like I'm trying really hard to get close to this look on my clydesdales. Should I just give it more time and not worry? Thanks for the advice.

Horses tails grow differently, and look different, it just depends on the genes. Some horses tails won't get long, some are super thick. and some are super thin. The tail might grow, but I think it might stay this way.
