This isn't entirely true. Common sense would tell us that it would be somewhere in between and perhaps even a great deal of the time, what gets produced would be kind of an average between the two. However, it comes down to the genes that either parent carries and what they pass on. There have been very great horses born from rather mediocre-looking parents.
There are also cases of foals from outstanding parents, failing miserably in competitions but producing excellent stock. Or even never producing anything decent from that bloodline again (until new blood is re-introduced).
So if you're careful and thoughtful with your breeding practices, there is a chance of producing outstanding offspring even from rather disappointing parents.
