Okay, so I'm trying to breed West African Barbs. I just got two Baladis. Can I use them as the NAB x Arab cross in the WAB formula?

Unfortunately you can't use them as the NAB x Arab in that formula. You'd have to have an actual mixed breed.
A future update will give you the ability to "down grade" a foal if you end up with a new breed when all you want is a mixed foal.
