Hello High Horse Stable!
I would choose the second one!

His Horse Genetic Potential might not be that good in comparison with the first one but he makes up for it with the green stamina. He has a nice blanket and a few snowflakes which I think is amazing.

That means that he could be used for breeding.

However, if you want a horse for breeding and producing foals with good coat colours (NOT blankets or markings)he is not good for you since he has the varnishing roan gene.

If on the other hand you want to produce foals with markings, good HGP, good stats and with a competition bloodline I think he would make an excellent breeder.

If you want to a horse not for breeding but for competing he would also be the perfect stallion. His Sire is a champion with an excellent score of 75.7% in Endurance (I personally think that if a horse has a score of 70% or higher he has a talent in the discipline) which shows us that he should be good in competing too.

Both horses are good but I personally would recommend the second one as he is perfect for breeding and competing but it is all up to you now!

It depends on what you want them for.

NPT Why Wash The Faith does have a higher HGP, but his conformation looks like this:
Speed 35
Strength 17
Stamina 38
Intelligence Conformation does not affect Intelligence
Balance 55
Movement 43
Agility 34
Tempo 45

That strength is really low - and a lot of competitions for lighter bodied horses need strength.

Drizzle-Running In The Mist is more rounded:
Speed 36
Strength 24
Stamina 38
Intelligence Conformation does not affect Intelligence
Balance 49
Movement 54
Agility 29
Tempo 39

Personally, I would say go for whichever does better in local shows in the competition you want to breed for or enter. A 2k HGP difference is negligible when the conformation is different.

The first horse is also homozygous for the Lp gene (which causes varnish roan and allows the expression of spotted patterns) whilst the second is heterozygous. Now, I'm not sure what your opinion on spotted colours and varnish roan is, but, personally, I hate those colours and would avoid them if I could: should you like spotted patterns, the first horse will always give his foals one copy of the Lp gene. If you hate spotted patterns, the second horse has only a 50% chance of giving a foal an Lp gene.

It's the gene that allows spotted patterns - like blanket or leopard - to be expressed. When a horse doesn't have PATN1 or PATN2 (the leopard and blanket pattern genes, respectively) the horse will be varnish roan. All spotted horses slowly gain the varnish roan appearance (due to Lp) which I personally think is rather ugly - I'm not sure if chestnuts varnish. There's also appaloosa bronzing which affects black hair on horses - it makes black hairs look lighter - sometimes to an ugly, grey-ish chestnut colour. This should explain everything.
