I can’t respond to a private message. I get a prompt saying I am not allowed. My understanding is paying for the monthly membership gives you that benefit. Is that not the way it works?

New users must post on the forum 5 times and have the posts be approved by an administrator before they can freely post on the forum, enter the chat or use private messages. You should be able to now. Please let me know if you have any issues. :)
