It may be difficult to talk in the forums with this player. They have been placed under the COPPA for their own protection (this is the underage law that many countries carry, it is a requirement and not an option). They have the ability to lift the restriction, but they will need to seek aid from their parents to do so.

Eventually this will automatically lift, when they reach a certain age, but until then, or until the restriction is lifted by their parents or guardians, the forums will be restricted to them, as well as chat (if I recall correctly) and a couple other abilities on-game.
