Left menu (look to the left of the screen).
Under Player (open the drop-down menu).
Under Skills (open the drop-down menu).
Choose Horse Ownership.

Start those classes.
You can only do one at a time, you must start it, let it progress (count down), then you must ALSO click the finish button before it applies to your account. Refresh page if necessary and repeat through the courses you choose to do.

Thus, the answer to your question is: When you finish your player skills.

Why wouldn't they? I may be biased, but they are still quite eye-catching.

I considered keeping a few of the mixes for myself, but... I have no reason to keep any (no projects for them).

They were well worth the challenge and limited frustration of breeding them for you.
I am quite happy with the outcome.
