Scrolling

Hi to all

I’ve noticed when I go on forums I see some of the topics have a scrolling circle thingy. Some are moving and some are not. If it’s moving does that mean people are reading it?

I'm not sure about all the code-images that appear, but I think that particular one means that it's a topic that has a lot of replies or a topic that has been replied to a lot in the last 24 hours or something similar.
