There is no way to purchase money in the game. You can purchase pony tokens only from the store (left side of the screen). In this game, you do not need to do this, you can earn pony tokens through local competitions, leveling up and completing quests. (There has already been a suggestion for purchasing money made and been shot down, multiple times - the general consensus is that it unbalances the playing field and upsets the game dynamics too much)
Rugs and covers - in fact all tack, are only put on the horse for visual preference. I do not know if this will change in the future.
Stabling versus pasturing a horse is personal preference. Some find it easier to care for horses in barns, others in pastures. Foals and yearlings do better when they're in pastures. Trained horses' temperaments can be better controlled in barns. Right now we can not loose a horse by being underweight or overweight, so it comes down to temperament control rather than any other reason.
Enjoy the game!
Good Luck!
