Is there a way to cancel the tutorial? I've been playing for a year but took a break and I can't get the tutorial to go away

There is no way to cancel it. Either finish it or ignore it.
If you have already 'finished' multiple parts of the tutorial, you can quick step through them by visiting the quests page.
The Newbie topic has the ways to get the tutorial 'unstuck', some of these same techniques can help to fly through the tutorial for returning players.
