You do not.
If you want the horse to be pictured wearing a saddle and bridle, then you must own and put them on the horse, then load the horse and save the picture. But if you want to put something on the horse that isn't available in the game, then you cannot save the edited horse photo into the horse's photo gallery.
However, you can certainly host the edited photo on another site and link the photo into the forum (or otherwise use it) here on the game.
Just not in the photo gallery.

You do not.
