Skill training

Even after reaching lvl four, I am unable to increase my skill training in anything. I've only got room for a Max total of three horses from the tutorial. It's like it's locked or something. It doesn't even offer the button to start the skill training. I have the money to do it. This is really confusing me, I need help.
