Does the parents training effect the foal?

As the subject says, does the parents training or lack off it effect the foal in anyway?

Why wouldn't it be a good thing? Allowing well-trained parents to produce better foals strictly because of their training is not only unrealistic, it presents yet another barrier to a new player doing well in this game when it's established. Anything that makes it easier to have fun and do well is a good thing, I would have thought.
