Why are all the in hand jumping comps 9in to 9.1hh

Why are all the jumping comps for little horses!! Their all for 9in to 9.1hh :( if anyone can tell me PLEASE TELL ME!!

I think In-Hand-Jumping is only supposed to be for small ponies. I think it's that way in real life as well.
But if you want to enter bigger horses in jumping comps, there's always show jumping, which doesn't have a size limit

I can make an in-hand jumping contest thats for 9.2 or higher horses
