Yes.
4* WAB is granted when you create a new breed - crossing [ Arabian x North African Barb ] x [ North African Barb x Forest Horse ].
If you dont match good dam and sire or you will simply have bad luck with offspring you can end up with a foal with no stars.

Quite normal. You only have to hit the mark the first time, as Seina said. Subsequent generations will be purebred regardless of their attributes, and it provides a lot of room for there to be different styles of a breed.
