Event Coordination 5 Skill

Hello, not sure if anyone mentioned this already but I still have 1 Event coordination skill to earn (L5 Cost: $11,603 L5 Time to Complete: 1d 2h 40m 0s) but can already start events for horses at level 10. Whywould I need more levels when I am already at max? Is this a bug or am I just missing something?

There's an 11th level to be added.

Silly noob question, where is the Event coordination skill located? Ive looked under player and don't see it

When Show Coordination is maxed (or high enough) then Event Coordination will appear.
