Is there a negative effect if you inbreed the horses? Like say if I were to breed a mare with her sire, would it be able to and would it cause any negative outcome?

Yes. Inbreeding depression will likely be a feature. Inbreeding also increases the chances of negative traits being doubled up on, so keep that in mind.
