Adoption Center Question

I read this over on the getting started thread: You can adopt a horse in the adoption or you can purchase a horse from the general Market. Ancient breeds cost 25 PT, while breeds produced by crossbreeding cost more. Multigenerational breeds appear in the center when there are enough active, living horses in the game.

I'm curious now, how many living horses of a breed are needed for the breed to come to the adoption center?
