Ping = quote, notify
It gives them a notification that you have a message directly for them. Just like when you're quoted in the forums (like for this post).

There are some players, perhaps a lot of players that ignore the forums entirely, so if you ping them (or quote them), they'll get a notification of your message.

You use the command (the outside brackets are removed so you can see the command):

quote][/quote

This is how you use it:
quote="Velvetpie16"]ping[/quote

Notice your name (in red) is surrounding by quotation marks (in green) and the required something (in this case the word ping, in orange).
You need to use this command with the player's name (case sensitive, though I'm not too sure that matters) in quotation marks with something between the inner brackets.

To make this a command (instead of a jumble of alphanumeric characters) you will need to put the outer brackets back on.
These are brackets [ ]
These are quotation marks " "

If done correctly, it should come up with:

ping

And the player who you're pinging, should also receive a notification.

I get caught up sometimes myself. Commands weren't exactly every 'user friendly'.

Use it in the message box.
I don't know if the subject box will accept commands. I never tried it.
