starting to grey out or simply bay?

Hi there,
I hope you could help me, my horse has those really noticeable dark ringes surrounding his eyes. Will he be graying out or is it just because he's still losing his foalcoat and its simply markings of the bay-gene?

You can tell a foal that will grey because they will be born their adult color, and will get grey goggles
