2 questions (number and customization)

Hi,
I've got 2 questions;

1. at (for example) Belgian [+5], there's a +5, but at my turkmanians there's a +1, what do those numbers mean?

2. how to customize your character? (the person who stands next to your horses?)

That was for halloween a number of years ago. The character wasn't customized so much as everybody's character looked like that.
I think it was further testing for future customization, but I could be wrong about that. It may have been strictly for halloween for 2014 or the year earlier. I do not remember it the year I signed on (2015).
