Are the training stats carried over to the foals? Also, how can you improve the stock you have through breeding?

No, they are not. Breed good horses to good or better horses, and hopefully improve your stock.

Improving your stock depend on your goals. If you're breeding for performance then you can use competition results and breeders reports to determine which horses are better.
