I am not an expert, so bare with me, but I could offer an insight into what might be going on here...
So ᏆᎾ Country Lady is not black based, as she shows a mealy pattern in her foal picture. Both parents appear to be bay based, with her sire having two cream genes and dam having one, plus silver, meaning she is bay based also.
ᏆᎾ Country Lady gets the lightening of the coat, and (possibly, I'm not good at silver) dapples from her granddam, expressed in her dam's silver mane and tail. (She also has it a lot on her sire's side, but further back) She has an uncle, per say, with dapples also, which must have been inherited from his dam, and ᏆᎾ Country Lady's granddam.
ᏆᎾ Country Lady is not palomino, as she would have to be chestnut based with one cream gene and we have already ruled that out. My guess is either Buckskin or Perlino, plus silver, but like I said I'm not an expert and am most likely waaaaaay off.
I can't really go anywhere else with this, as I'm stumped, but I have a similar looking filly http://www.horseworldonline.net/horse/profile/873909 that could help you wrap your head around it a little more. The silver is the same, except Birdie is black based, rather than your bay based mare.

Her father is a silver perlino and her mother is a silver buckskin. She got one cream from her father and a second from her mother, plus silver from one or both of them.
Mealy will not show on a pure black foal coat, but is more than capable of appearing on black mixed with silver. In some cases black+silver horses do not grow out of their mealy markings either. Yes, the dapples come from the silver. The sire and dam do not have the dapples from the silver because silver dapples will only show on a black horse. In order to have dapples on a bay, brown, or chestnut base the dapples must be from sooty or from gray.
Your horse and this one are actually the same color.
