Breeding A Fouta
According to this page I've come across:

Fleuva x M'Bayar = Fouta
My question is this - In this equation - does this mean the 1st horse in the equation has to be the stallion? Does the Fleuva have to be the Stallion?

Nope! It just means that you need to breed a Fleuva and a M'Bayar together. Either one can be a stallion and/or mare. Just make sure that both parents have good evals for Fouta.
