Your feeding them way too much. Take a look at the Quantity of feed you're giving the horses verses the Max Quantity. If it's over the max quantity then horses energy won't restore to 100% the next turn.

on my end it shows there daily energy should be 100 i'll try feeding them some other food

This is Flight Risks current feed info. He can eat a maximum of 12.4kg a turn and you are giving him 11.6 - 23.2kg a turn. So he is only able to eat half of what your feeding him a day causing your 50% energy problem. This isn't a bug at all its simply that even though your feed mix equals 100% doesn't mean they can eat all of it. You need to change your feed mix to contain lighter quantities, like 75% Performance and 25% Yellow Corn, or even just Weight Gain at 100%. Feeding is made to mirror somewhat like real life so its a bit more complicated than matching to 100% for energy.
