Breeder's Report does not change for that horse. It is an overall of the genetics and conformation of your horse and since neither of these things can change, then the Breeder's Report also cannot.

To improve Breeder's Reports, you will need to breed better foals.

The report is a basic overview that gives you an idea of the genes and conformations your horse has to pass onward to the offspring, thus the title 'Breeder'.
