You don't need horses for leveling.

Unless you mean how many grinders to grind away in local shows until you get enough experience for the next level. In that case, it'll be in the range of +50 turns. Basic accounts are on the 24 turns a year so that'll be a bit more than two horse years. You can decrease this amount of turns by earning experience in other ways. Breeding horses, taking turns (different from earning experience in locals) and finishing quests are all ways to also earn experience. You can also earn experience by training horses.
