Yes, adoption centre horses come displaying their temperament genes.
I suggest players who focus on breeding use the tag system to keep track of things like temperament at birth.

I always do this, but almost nobody else does, and even if they do, are they telling the truth? Temperament of an unknown horse could range anywhere from high strung because the player hasn't aged the horse a turn since the update, to actually being high strung, or the horse could be displaying as even-tempered but was actually born bombproof and is on a high sugar diet. There's no point in taking a change on an unknown variable like this.

That rules out breeding to the stallions at stud, or buying horses on the market.

Does the temperament displayed on foundation stock when you first adopt them indicate their actual temperament?

Even if it does, adding foundation stock with their low breeding and conformation reports will drag my horses down and require years and years of breeding to bring them up again. It was already sad when I got a really decent horse that had a bombproof temperament and I had to rehome it. Now I'll have to rehome anything that isn't at least spirited.

None of my horses born with even-temperament seem to be able to attain the last turn of spirited and are running at least a half a second slower then they were and this includes my world record holders.

It's very disheartening.

Something else that may help is the local show feedback will tell you if a temperament is too high or too low for a competition.

It helps a little but it starts saying the temperament is fairly correct quite a bit before the actual best temperament is achieved. It also continues to say fairly correct when your horse is past that threshold.
