Minor Competition Changes

• Modified some code related to logging actions with competition entry/scratch/host/cancelling.
  
• Modified competition judging code for recurring events to confirm host is still an upgraded account when the competition is judged and re-created.

Edit: reverted a change as it's not working correctly in live server despite working on test server, will be investigating this further.
