Buy an old untrained horse
Buy a horse over 20 years old with less than 8% total training from another player.
Horses from the AC start with 8% total training with 1% in each stat, as do newborns. I've never seen a horse with less than 8% completed training visible... but I've apparently completed the quest.
That'd imply that the training total percentages aren't perfectly correct, and the best reason for this that I can think of is that there might be some sort of odd decimal rounding going on where at a certain point the percentage is rounded up to the nearest 1 rather than at the true 0.9 or 0.99.
Quick edit: I think training percentages next to the bars and at the total show to the tenth, so 0.9 would be visible from 0.9-0.95, but 0.96 might pass the threshold and visually round up to 1.
If that's true then it might be that we're not actually even reaching 100% training when we think we are, but rather 99.97% or 99.997% or something similar, hence the ability to keep going after 100% is visible.
Edit again: This is very likely the case; starting at the base 1%, I trained Stamina once for a 2.03% gain and it says 3% instead of 3.03%. Tempo went up by 0.87% and says 1.9%. So 100% could mean anything from 99.5% - 100.5%.
Anyway, since not all horses fulfil that quest (but some do), there must be some variance in those 1% rounds. It could be possible that that's part of the issue?

In the past, a few of us have gotten at least two of these stats to actually read: 100.1%... (or maybe that was 101%... I think it was 101% and not 100.1%)
But that still doesn't offer insight into what we're missing...
That said, that particular quest does fulfill itself with any horse that has never had a single training session. So... there doesn't exist a horse that will actually say anything below 8% training.
Your conclusion is fair. And possibly part of the problem. Because we can't see exactly the percentage, tenths, hundredths, etc... we don't know exactly where we are.
I also don't know exactly where it rounds up. It could be from that .6 percent or it could be as soon as the number rolls over to .1 percent. Which would make better sense since all of our horses start at 8% training. Which would mean that the system doesn't recognize 0 as being true zero, but must actually recognize .1 as being the starting point, thus enabling us to build upon it, but also recognizing the training beginning point as totaling 8%.

I'm training a horse to 100% in Speed, Strength, and Agility (Intelligence takes too long). After Stamina reached 99.8, I could still train for it. For quite a while, actually. I trained it for so long it could've reached 99.9. Then it stopped and didn't return. Same thing with Tempo. I thought I could get it to 100, but it vanished after training for a while. It may or may not be a glitch. It could relate to the rounding idea, but I'm not sure.

at a certain point the increment you train at is so small that you can no longer see the increase on the training screen, but the skill still continues to improve. ^^

I was actually searching the forums on what to do to add build to my Mustang herd and stumbled upon this. I have trained a Belgian of mine to 100% in all Stats. I have only been a player for 9 days. I'm not sure what other information you would like.
