So I have been on hiatus with this game and only just returned back. I bought a board pasture, thinking I could put my horses in it but have no idea what it's actually used for.

Boards is just what it's made of. To use it you have to add it to your farm. On your main farm page click "Toggle Build Mode" then click "Add From Inventory". You'll see your pasture as an option to be added. Once it's added you can put horses in it.

I bought a pasture but placed it and it's outside my reach? I can't open it like the other pasture?

I've fixed your pasture for you, now you should be able to reach it.
