Yes. I believe there's an 80%-ish chance of creating a new breed when you have all the pieces in place to do so, meaning that even if you have the pedigree, height, build, and type within parameters, only 80% of the horses will come out as the new breed and 20% will be crossbreeds.

Actually I adjusted it so that if you have all the parameters correct its a 100% chance of creating a new breed. If a cross has multiple possible outcome breeds that breed is chosen at random.

As long as the horse meets all the breed parameters then I can't see any reason not to allow this.
